as his Excellency Li Ching-hsi has since arrived at Yünnan-fu, we would earnestly suggest, for your Lordship's consideration, whether it would not now be possible to urge the Chinese Government to expedite a settlement, and to fix a date by which the British Government may expect to receive a final answer in the matter.

I AM directed to solicit a reference to my telegram, dated the 2nd February, 1910, regarding the French railway to Yünnanfu.

2. am now to submit, for the information of the Government of India, a copy of a despatch, dated the 17th January, 1910, and of one of its enclosures (of the 15th January), from His Britannic Majesty's consul-general for Yunnan aud Kuei-chou, on the same subject.

WITH reference to my despatch of the 11th December, I have the honour to report that the French railway is now within 60 kilom. of Yünnanfu, and is expected to reach here at the end of this month.

After Iliang Hsien was passed it was found that the material supplied by the contractors for ballast on the continuation was so poor--being merely a mixture of sand and gravel-that work had to be stopped for a time at a point about 3 kilom. from that town, and all available construction trains were employed to bring fresh stone chip ballast from the south.

The defective ballast distributed along the railway-bed at this end is being replaced by granite chips ready for the arrival of the rails; and considerable activity is being displayed in completing the construction of the Yunnanfu passenger station, engine shed, and goods warehouses.
